You can unlock the ability to buy characters in the Manage team menu by leveling up your player level. You can level up your player level by taking part in races.
Once you have unlocked a character, you will then need to go to the Manage Team menu, which is located on the main menu and then purchase the character with Red Star Rings.
You can also unlock them by taking part in special events in the game.
